Jeff Smith serves as Director of Preconstruction for Breeden Construction, where he plays a critical role in guiding projects from concept through contract. With more than 25 years of experience in the construction industry, Jeff provides strategic leadership during the early phases of development, ensuring projects are accurate, competitive and thoughtfully planned.
In his role, Jeff oversees the preconstruction process for a diverse portfolio of projects, leading budgeting, estimating, value engineering and constructability reviews. He works closely with owners, architects, engineers and internal project teams to align scope, schedule and cost expectations, helping set each project up for long-term success. His responsibilities also include managing bid packages, evaluating subcontractor proposals, negotiating costs and supporting contract execution with a focus on quality, efficiency, and risk management.
Jeff brings a strong financial foundation to his work, holding a Bachelor of Science in Accounting from Christopher Newport University, earned in 1993. His background in accounting enhances his ability to deliver precise cost analyses, maintain fiscal discipline and provide clients with clear, data-driven insights throughout the preconstruction phase.
